I believe Holley recommends going up at least 4 jet sizes if you remove the power valve. I prefer to keep it in as it makes idling around easier on the plugs, etc.

These are pretty common in recent Holleys or emissions type Holleys. Can you post the LIST number from the front of the choke horn?
